- 1 tablespoon + 1 teaspoon olive oil
- 14 dried árbol chiles, stemmed and seeded (find them here)
- 2 dried New Mexico chiles (or dried Guajillo chiles), stemmed and seeded
- 3 cloves garlic, peeled

- 1/2 cup water
- 1 pinch salt, plus more as needed
Instructions
